The -exist flag was supported with the create, add and delete commands.
In order to gracefully handle the destroy command with nonexistent sets,
the -exist flag is added to destroy too.

The ipset library is rewritten/extended to support embedding
ipset, so that sets can fully be managed without calling the ipset
binary. The ipset binary relies completely on the new library.
The libipset.3 manpage was written about the library functions
and usage.

As we loop as long as 'ret' is greater than zero, and break only
if we get an error in mnl_cb_run2 (with ret <= 0), we can just
return ret without checking once more if it's greater than zero.

The internal messages mix with the public messages and that confused
the sequence number book-keeping. Move setting/updating into
ipset_mnl_query.

Missing check of the flag NLM_F_ACK is added to the kernel -
and userspace does set it too (Patrick McHardy's review)

Do not use time() as a Netlink sequence number for each message,
as otherwise the same seq number will be used when sending
another message in the same second. Instead use time() just for
initialization, then increment per message.

Reworked protocol and internal interfaces, missing set types added,
backward compatibility verified, lots of tests added (and thanks to the tests,
bugs fixed), even the manpage is rewritten ;-). Countless changes everywhere...
The missing bits before announcing ipset 5:
- net namespace support
- new iptables/ip6tables extension library
- iptables/ip6tables match and target tests (backward/forward compatibility)
- tests on catching syntax errors

Add new userspace files: include/, lib/ and plus new files in src/.
