Print queue statement using the 'queue ... to' syntax to consolidate the
syntax around Florian's proposal introduced in 6cf0f2c17bfb ("src:
queue: allow use of arbitrary queue expressions").
Retain backward compatibility, 'queue num' syntax is still allowed.
Update and add new tests.

This allows to chose a queue number at run time using map statements,
e.g.:
queue flags bypass to ip saddr map { 192.168.7/24 : 0, 192.168.0/24 : 1 }

It's necessary to cover more test cases, for example, large queue
range 1-65535, error queue number 65536.
Also add a space before tailing square brackets, this is updated to
keep consistent with other expr.

Rearrange the directory to obtain a better organization of files and
tests-suites.
We end with a tree like this:

.--- shell
.--- files
