Add capability to have rules matching IPv4 options. This is developed
mainly to support dropping of IP packets with loose and/or strict source
route route options.

future change will rewrite all single-element anon sets to a cmp op.
Retain a few test cases to later check that the rewrite is correct, but
remove all others.

Use new range expression in the kernel to fix wrong bytecode generation.
This patch also adjust tests so we don't hit problems there.

While at it, get rid of bug comments on ip6/frag.t, since they are not
valid anymore.

Original patch posted in the mailing list from Patrick, I have refreshed
this so it applies on top of current HEAD.

Set elements were miscalculated.
After this patch:
element 00000801 : 0 [end]
^^^^
Which looks correct according to my calculations:
>>> print hex(socket.htons(33 << 3))
0x801
^^^^^

Don't allow use of exthdr with e.g. ip family.
Move frag.t to ip6 directory and don't use it with ipv4 anymore.
This change causes major test failures for all exthdr users
since they now fail with inet/bridge/netdev families.
Will be resolved in a later patch -- we need to add
an ipv6 dependency for them.
