Subject: scanner: don't bug on too large values

Add a new ERROR symbol to handle scanning of too large values.

 add rule ip test-ip4 input ct mark 0xaaaaaaaaaaaaaaaaaaaaaaaaaaaaaaaaaaaaaaaaaaaaaaaaaaaaaaaaaaa
