This patch comes after a proposal of mine at NFWS 2022 that resulted in
agreement to license recent .c files under GPLv2+ by the attendees at this
meeting:

- Florian Westphal
- Laura Garcia
- Arturo Borrero
- Pablo Neira
It has already happened that one of the external library dependencies
was moved to GPLv3+ (libreadline), resulting in a change to libedit by
default in b4dded0ca78d ("configure: default to libedit for cli").
I have added the GPLv2+ header to the following files:

the kernel stores spi in a __be32, so fix up the byteorder annotation.

size of struct expr changes from 144 to 128 bytes on x86_64.
This doesn't look like much, but large rulesets can have tens of thousands
of expressions (each set element is represented by an expression).

This allows matching on ipsec tunnel/beet addresses in xfrm state
associated with a packet, ipsec request id and the SPI.
Examples:
ipsec in ip saddr 192.168.1.0/24
ipsec out ip6 daddr @endpoints
ipsec in spi 1-65536
