Add userspace support for the netdev egress hook which is queued up for
v5.16-rc1, complete with documentation and tests. Usage is identical to
the ingress hook.

Check for
... 23-42 ...
... { 23-42 } ...
and remove the latter. Followup patch will translate the former to the
latter during evaluation step to avoid the unneded anon set.
A separate test case will be added that checks for such rewrites.

This is just basic housekeeping:
- Remove duplicate tests in any of the *.t files
- Remove explicit output if equal to command itself in *.t files
- Remove duplicate payload records in any of the *.t.payload* files
- Remove stale payload records (for which no commands exist in the
respective *.t file
- Remove duplicate/stale entries in any of the *.t.json files
In some cases, tests were added instead of removing a stale payload
record if it fit nicely into the sequence of tests.

In ARP header, destination ether address sits between source IP and
destination IP addresses. Enum arp_hdr_fields had this wrong, which
in turn caused wrong ordering of entries in proto_arp->templates. When
expanding a combined payload expression, code assumes that template
entries are ordered by header offset, therefore the destination ether
address match was printed as raw if an earlier field was matched as
well:
| arp saddr ip 192.168.1.1 arp daddr ether 3e:d1:3f:d6:12:0b
was printed as:
| arp saddr ip 192.168.1.1 @nh,144,48 69068440080907
Note: Although strictly not necessary, reorder fields in
proto_arp->templates as well to match their actual ordering, just to
avoid confusion.

The two rules:
arp operation 1-2 accept
arp operation 256-512 accept
are both shown as 256-512:
chain in_public {

This is because range expression enforces numeric output,
yet nft_print doesn't respect byte order.
Behave as if we had no symbol in the first place and call
the base type print function instead.
This means we now respect format specifier as well:
chain in_public {
arp operation 1-2 accept
arp operation 256-512 accept
meta mark 0x00000001
tcp flags 0x2,0x4
}
Without fix, added test case will fail:
'add rule arp test-arp input arp operation 1-2': 'arp operation 1-2' mismatches 'arp operation 256-512'
v2: in case of -n, also elide quotation marks, just as if we would not
have found a symbolic name.

For raw payloads, property "name" is not needed, it's clearly identified
by base/offset/len properties.
In non-raw payload expressions, rename property "name" to "protocol" as
suggested during NFWS.

Lessons learned from fwd statement: We must not assume a given
statement/expression may not receive further properties in the future.
Therefore make meta value an object with a property "key" instead of
just a string containing the key name.

This extends nft-test.py by optional JSON testing capabilities,
activated via '-j'/'--enable-json' parameter).
JSON testing happens for all rules which are supposed to work: After a
rule has been added and the existing tests (payload, ruleset listing
output) have been performed, basically the same test is done again using
a recorded JSON equivalent and (if necessary) a recorded listing output.
The code tries to ease new test case creation overhead by
auto-generating JSON equivalent input via listing the (non-JSON) rule in
JSON format. Also, differing netlink debug and listing output are stored
in *.got files to assist in analyzing/fixing failing test cases.

This adds a simple nftables Python class in py/nftables.py which gives
access to libnftables API via ctypes module.
nft-test.py is extended to make use of the above class instead of
calling nft binary. Since command line formatting had to be touched
anyway, this patch also streamlines things a bit by introducing
__str__ methods to classes Table and Chain and making extensive use of
format strings instead of onerously adding all string parts together.
Since the called commands don't see a shell anymore, all shell meta
character escaping done in testcases is removed.
The visible effects of this change are:
* Four new warnings in ip/flowtable.t due to changing objref IDs (will
be addressed later in a patch to libnftnl).
* Reported command line in warning and error messages changed slightly
for obvious reasons.
* Reduction of a full test run's runtime by a factor of four. Status
diff after running with 'time':

The forward chain isn't supported anymore (on kernel side it only worked
if bridge netfilter 'call-arptables' sysctl is on), so this test now fails
with nf-next kernel.
In nftables one can filter/test arp packets in bridge family directly.
